Kazakhstan and its Car Market

The population of Kazakhstan is over 15 million people, and 550,000 of them live in Astana.

In 2005, the per capita GDP of Kazakhstan was US$ 3,000. This indicators is expected to increase up to 9,000 by 2015.

According to preliminary data, the Gross Domestic Product in January through March 2006 was 1,989.5 billion tenge in current prices. The growth of real GDP was 7.7% as compared with the same period in 2005.

The amount of investments in Astana was 49,904.3 million tenge in January through March 2006, which is by 83.2% higher than in January through March 2005.

In 2007 the government plans to lower the rate of the VAT from 15 % to 14 %.

As of 1 January 2006, the car fleet of Kazakhstan numbers 1,807,737 vehicles, of which 15.6 per cent are trucks, 77.7 per cent are passenger cars, and 4 per cent are buses. Of all motor vehicles, 32 per cent are foreign-made ones. Personal cars make 86.1 per cent of all motor vehicles and number 1,556,453 vehicles. The average is 120 cars per 1,000 persons. According to the road police estimates, the number will make 300 vehicles per 1,000 Kazakhstanis by 2012.

According to the Ministry of Industry and Trade of Kazakhstan, 237,147 cars were brought in the country in 2005; 141,000 of them were made more than 7 years ago, and only 36,816 were new cars. During the same period, 684,588 used cars were sold in the secondary market. Over the past four years, 800,000 used cars were brought in Kazakhstan.

According to specialists, the car sales market volume in 2005 was US$ 1,277 million. Experts say that in 2006, this number will grow up to US$ 1,800 million. Four as long as four years, the car market of Kazakhstan has witnessed a dynamic development – its annual growth is about 50%. Experts forecast a continuous development of the market and introduction of new world brands in the nearest future.

Today, 11 companies operate in the market officially representing 24 car brands. The main market players are the multi-brand companies.

The annual need of Kazakhstani enterprises in dump-trucks is estimated at 1,500 vehicles. The need in trailers and semi-trailers is 100 and 400 items a year. The capacity of the big-class bus market in 2004-2006 will be 1,000 vehicles a year.

In 2006, Astana plans to purchase 200 new passenger vehicles.

The Ministry of Industry and Trade makes a suggestion to increase the customs duty for cars from zero to two years old up to 10%; ˆ 1.5 to 2 per 1 cubic cm of the engine capacity for cars three to seven years old; and about ˆ 2.5 for cars more than seven years old.

The consumer credit market keeps the trend to “soften” loan conditions for purchase of cars. Today, more than one third of all registered banks are active in giving loans for purchase of cars.
