Russian Politics - Сonstituency of the Russian Federation
Russian Federation includes 21 republics, 6 territories, 49 regions, 1 autonomous oblast, 10 autonomous regions, 2 federal cities, including the capital city, Moscow. In total there are 89 constituencies, which do not have the right to exit from the Federation. The notion “the constituency of the Federation” underlines their equality.
In terms of the number of constituencies Russia takes the first place in the world.
The subjects of the federation have a wide range of powers, some of which are exercised either in conjunction with the Federation or independently, while the others are the exclusive competence of the federation. In some of its republics there is also institution of presidency. All constituencies have the right to develop their laws, have equal rights in relations with federal authorities. All the republics have their own constitution, and the remaining constituencies - the statutes and laws. The boundaries between the constituencies cannot be changed without their mutual consent.
