Amended Regulations on departure from Uzbekistan to the CIS states come into force starting from 1 June 2012.
For the citizens of Uzbekistan
In the case if a minor departures to one of the CIS countries with which Uzbekistan established visa-free regime, the accompanying person must provide notarized consent of the parents or guardians to border control bodies.
Uzbek citizens between the ages of 15 and 18 traveling on their own must have a notarized consent of parents or guardians on their departure.
Until 2015 the people of Uzbekistan with the old- sample passports may travel as before, with bind-in pictures of children.
Other departure rules are still in power. Citizens of Uzbekistan do not have to have a sticker with visa to travel to Armenia, Azerbaijan, Belarus, Kazakhstan, Moldova, Russia, Ukraine and Georgia. The visa is required to enter Kyrgyzstan (for the period of up to 60 days), Turkmenistan and Tajikistan. Residents of some Uzbekistan’s border areas with Turkmenistan and Tajikistan, traveling to these countries for a short period, as well as Uzbek citizens in transit by train through the territory of Turkmenistan or Tajikistan, are exempted from providing the visa.
For foreigners living in Uzbekistan
Foreigners residing in Uzbekistan are not required to provide the sticker with permission to leave the country if they go abroad. In case if they are temporarily away, they shall provide at the border control only a passport and Uzbekistan residence permit.
If a foreigner, permanently residing in Uzbekistan, goes abroad for permanent residence, in addition to passport, he/she must provide a departure card issued by subdivisions of the Department of Entrance, Departure and Registration of citizenship under the Ministry of Internal Affairs of Uzbekistan.
If a foreigner permanently residing in Uzbekistan, while abroad, loses Uzbekistan residence permit, he can enter back into Uzbekistan in the presence of the entrance visa. The same rule applies for this category of foreign nationals, if they were abroad for over three years or returned to the place of residence in Uzbekistan with expired residence permit. The exception is made for citizens of CIS states with the visa-free regime with Uzbekistan.
