Why Astana ?
Population of Astana is over 550,000 people.
Over the past ten years, huge changes have taken place in the country's construction sector. For example, while a mere 800,000 sq. m of housing was commissioned in 1996, current indicators increased up to 5 million sq. m a year. Last year, about 1.1 million sq. m of housing was commissioned for the first time in Astana's history.
According to Decree No. 1530 by the President of the Republic of Kazakhstan dated 24 March 2005, the area of Astana – The New City Special Economic Zone (SEZ) was expanded by 513.7 hectares and now equals 1,566.3 hectares. The period of validity was prolonged until 2010.
After the SEZ was established, 155 facilities were registered there. Seventy-two of them are being built. Seventy-four facilities have been commissioned since the SEZ was established. Construction is done by about 660 contractors.
The following facilities are soon to be completed: administrative buildings of the Senate, Triumf Astana' Triumph and Zhastar housing compounds, the National Archives, and Left Bank Plaza Office Building.
Construction of the following facilities continues: the Diplomat Town, engineering utilities, highway Centre of the Left Bank – Abylaikhan Avenue with a road bridge across the Yesil River, Beijing Palace Business Centre, the 500-bed Republican Scientific Centre of Maternity and Childhood, a cinema and concert hall, etc. Construction of a cycle track and preparations for construction of a 30,000-seat stadium began this January. AK Baitur Inshaat Taahyut A.S. and Okan Holding/Isot LLP began construction of Republican Scientific Centre of Surgery and Ambulance Research Institute.
Currently, founding of a second Free Economic Zone in the capital is being considered.
Kazakhstan's “cluster initiative”, identified by a Government's decree as the main tool for further implementation of the Strategy of Industrial and Innovative Development, makes Astana part of a pilot project on establishing and developing the Building Materials cluster.
Establishing of an Industrial Park of Building Materials is one of the main activities to create the cluster. The Industrial Park in the capital is based on the concept of attracting investors to organise production by providing them with a land lot with a well-developed infrastructure which can later be leased or sold.
Astana City Akimat has assigned a land lot in the Eastern Industrial Area for construction of the Industrial Park. Its total area will be over 600 hectares.
Thirteen billion tenge is expected to be assigned for construction of the engineering infrastructure of the park, according to the feasibility study reports. Assignment of lots for investment projects and their implementation will take place simultaneously with construction of the Park.
The SEZ in the capital will attract the most interesting projects. The first auction on lot sales is scheduled for this June. Construction of the Industrial Park's infrastructure will be completed in the third quarter of 2007.
The Housing Programme
Since the previous year, the country has been implementing a three-year-long state programme on housing construction. During this period, at least 12 million sq. m of housing is expected to be built.
5.11 million sq. m of housing is expected to be commissioned in 2006 from all funding sources. In the first quarter of 2006, 52.8 billion tenge was invested in the housing construction, or 179% to the respective period in the last year.
Housing construction in the country is mostly performed by private entities – they built 87.2% and 71.4%, respectively, of the total housing commissioned. The government sector's share is only 6.9% of the total housing commissioned in Kazakhstan.
Today, the construction industry of Kazakhstan employs more than 160,000 people or 4,000 companies. More than 300 organisations from the C.I.S. and foreign countries are constantly present in the Kazakhstan market.
